The cash collected through this new cess (cow cess) will be employed for environment protection and animal welfare (gau seva) and numerous infrastructure and projects have been developed for the wellbeing of cows.
As per the state’s new excise policy, the Haryana state cabinet has approved the implementation of Rs 5 cow cess per spirits bottle. Tuesday night cabinet meeting, presided over by the chief minister Manohar lal Khattar, approved the new excise policy.
As per the new policy, a retail permit charge will be levied on liquor sale and the money would be collected by liquor vends through the sale of bottles.
The state government stated that their goal for the current fiscal year is to collect Rs 400 crore in cow cess.
According to sources, the money will be used by the Haryana Gau Seva Aayog to construct cow shelters on panchayat lands.
In order to enhance the manufacturing of natural colour from cow excrement, Ayog also has significant development plans.
The government intends to build 10 additional paint factories across the state in addition to the two paint factories that already exists in Faridabad and Gurugram.
